This Law determines the main directions of state policy in the field of ensuring the food security of Turkmenistan which is component of economic safety of the state and also establishes the legal basis of realization by citizens of the right to healthy and good nutrition.

Chapter I. General provisions

Article 1. Basic concepts

In this Law the following basic concepts are used:

1) food security – state of the economy of the state in case of which food independence of the country, the necessary production rate of the vital food and food raw materials is provided, and also physical and economic availability of food to all population in the quantity necessary for active and healthy life is guaranteed;

2) ensuring food security – development and implementation of the economic, organization-legal and other measures directed to the prevention of food crises, population requirements satisfaction in the vital food according to rational regulations of food;

3) food crisis – situation in case of which providing the population with the vital food and food raw materials according to rational regulations of food is under the threat on all or considerable part of the territory of the state and in case of which this threat can be eliminated only by means of application of measures of state regulation;

4) food independence of the state – condition of ensuring food security under which in case of the termination of deliveries of food from foreign states there is no food crisis;

5) the state food reserve – the part of the state material reserve consisting of not reduced operational inventory of agricultural, fish products and food which is held for use in the conditions of food crisis;

6) the vital food – the food which are on structure and amount basis of diet of the population of Turkmenistan;

7) food raw materials – products rural, forest and fishery which are used for the food purposes;
