About modification of the Budget code of Ukraine concerning enhancement of the mechanism of financial provision of road industry

The Verkhovna Rada of Ukraine decides:

I. Bring in the Budget code of Ukraine (Sheets of the Verkhovna Rada of Ukraine, 2010, Art. No. 50-51, 572) the following changes:

1. Add with Article 24-2 of the following content:

"Article 24-2. STATE ROAD FUND

1. The state road fund is created as a part of special fund of the government budget.

2. Sources of forming of the state road fund are:

1) the income of the government budget determined by Items 1 - 3, 6 and 6-2 parts three of article 29 of this Code;

2) the state borrowings involved according to Item of 1 part three of article 15 of this Code to implementation of investment projects on development of network and content of highways public;

3) other receipts determined by the law on the Government budget of Ukraine.

3. Funds of the state road fund are allocated on:

1) financial provision of construction, the reconstruction, repair and content of highways public of the state value and other actions determined by Item of 1 part four of article 3 of the Law of Ukraine "About sources of financing of road economy of Ukraine";

2) financial provision of construction, reconstruction, repair and content of highways public of local value, streets it is also expensive to utility property in settlements (in the form of subvention from the government budget to local budgets);

3) accomplishment of debt obligations on the borrowings received by the state or under the state guarantees on development of network and content of highways public;

4) financial provision of actions for safety of traffic according to state programs.

4. The means of the state road fund created at the expense of the sources determined by Item of 1 part two of this Article are distributed as follows:

60 percent - in the directions determined by Item 1, Item 3 (concerning highways public of the state value) parts three of this Article;

35 percent - in the directions determined by Item 2, Item 3 (concerning highways public of local value) parts three of this Article;
