Article 1

Bring in the Federal Law of July 27, 2010 No. 190-FZ "About heat supply" (The Russian Federation Code, 2010, No. 31, Art. 4159; 2013, No. 19, Art. 2330; 2015, No. 45, Art. 6208) following changes:

1) in Article 28.1:

a) in part 9 of the word "in Items 1 - 7" shall be replaced with words "in Items 1 - 5, 6 (regarding limiting (minimum and (or) maximum) values stipulated in Item 2 parts 11 of this Article of criteria of tender), 7";

b) add part 18 with Item 3 following of content:

"3) expenses of the lessee which are subject to compensation to the lessee according to regulatory legal acts of the Russian Federation in the field of heat supply, but to it will not be compensated on the date of the termination of the duration of the agreement of lease, on condition of approval of such expenses of executive body of the subject of the Russian Federation in the field of state regulation of the prices (rates) according to the procedure, established by the Government of the Russian Federation. The structure of the specified expenses is determined by the Government of the Russian Federation.";

2) in Article 28.2:

a) add part 2 with Item 6 of the following content:

"6) procedure for expense recovery of the lessee which are subject to compensation to the lessee according to regulatory legal acts of the Russian Federation in the field of heat supply, but to it will not be compensated on the date of the termination of the duration of the agreement of lease.";

b) add with part 5 of the following content:

"5. The term of expense recovery of the lessee, specified in Item 6 of part 2 of this Article, cannot exceed two years from the date of the end of validity of lease.".
