About introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2016" concerning increase in amount of salary expenditures to employees of the state coal-mining companies

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About the Government budget of Ukraine for 2016" (Sheets of the Verkhovna Rada of Ukraine, 2016, No. 5, the Art. 54, No. 17, the Art. 189, No. 24, the Art. 489, No. 26, the Art. 518, No. 32, the Art. 556, the Art. 557, No. 34, the Art. 591, No. 42, the Art. 703, No. 44, the Art. 751, Art. 752; with the changes made by the laws of Ukraine of November 17, 2016 No. 1760-VIII and of December 20, 2016 No. 1785-VIII and No. 1786-VIII) the following changes:

1. In Article 1:

in the paragraph the second figures "607.786.450,8" and "575.433.435,"" to replace with figures "607.966.450,8" and "575.613.435,1";

in paragraph three of figure "681.280.758,2" and "647.042.266,4" to replace with figures "681.460.758,2" and "647.222.266,4".

2. Add with Article 10-2 of the following content:

"Article 10-2. Determine that:

as the exception of provisions of Article 67-1 of the Budget code of Ukraine, the income of the general fund of the budget of the Autonomous Republic of Crimea, budgets of its areas and budgets of the cities of republican value of the Autonomous Republic of Crimea, city budget of Sevastopol arriving during 2016 are also considered on accounts of bodies of the Public treasurer service of Ukraine according to the reporting data transferred by head departments of the Public treasurer service of Ukraine in the Autonomous Republic of Crimea and the city of Sevastopol without confirmation by digital signatures, temporarily before return of temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol under the general jurisdiction of Ukraine, enlisted of 180.000 thousand hryvnias in the general fund of the Government budget of Ukraine. Such receipts are listed by bodies of the Public treasurer service of Ukraine and are reflected them in financial accounting and the reporting on execution of local budgets with negative value, and in the reporting on accomplishment of the government budget with positive value;

as the exception of provisions of part one of Article 52 of the Budget code of Ukraine, the basis for introduction of amendments to this Law regarding the income is transfer to the general fund of the Government budget of Ukraine of the income of the general fund of local budgets of the Autonomous Republic of Crimea and the city of Sevastopol.

To the Cabinet of Ministers of Ukraine about execution of this law to include information on amount of the income of the general fund of the local budgets listed in the general fund of the Government budget of Ukraine according to this Article by the corresponding local budgets and income types in the annual statement".

3. Make changes to appendices No. 1 and No. 3 to the Law of Ukraine "About the Government budget of Ukraine for 2016" according to appendices No. 1 and No. 2 to this Law.

Due to the modification of appendix No. 3 to the Law of Ukraine "About the Government budget of Ukraine for 2016" to determine that the additional resources provided by this Law according to the budget program for code of program classification of expenses and crediting of the government budget 1101110, go only to the salary to employees of the state coal-mining companies.

II. Final provisions

1. This Law becomes effective from the date of, its publication following behind day.

2. To the Cabinet of Ministers of Ukraine in six-months time from the moment of return of temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol under the general jurisdiction of Ukraine to make offers on compensation settlement to the corresponding local budgets of the Autonomous Republic of Crimea and the city of Sevastopol of the means enlisted according to Item 2 of the Section I of this Law in the general fund of the Government budget of Ukraine.
