About measures for creation of the centers "ASAN Kommunal"

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for the purpose of optimization of management and increase in transparency in rendering services to the population in the utility sphere, applications of experience of "ASAN xidmat" in other services industries, better, convenient rendering services using innovations and ensuring satisfaction of citizens in this area I decide:

1. To the state agency on rendering services to citizens and social innovations in case of the President of the Azerbaijan Republic to organize creation of the centers "ASAN Kommunal" providing rendering utility and other client services to physical persons and legal entities on single space on the basis of the principles of activities and standards of the centers "ASAN xidmat" and single management of them.

2. The centers "ASAN Kommunal" provide the following:

2.1. implementation of utility and other client services;

2.2. the organization of the rendered services with use of modern information and communication technologies, application of innovations for the purpose of enhancement of services;

2.3. acceptance telephone or the Internet addresses of citizens and the answer to them by means of "Cagri xidmati";

2.4. control and estimates;

2.5. the organization of ethical rates for employees who should work in the centers, the different trainings developing the abilities connected with management of flow of citizens and conflict situations, meeting, listening of citizens, explanation;

2.6. regular holding polls ("exit-poll") for measurement of service quality and satisfaction of citizens;

2.7. preparation of daily and periodic statistic reports about activities of the centers;

2.8. implementation of payments in connection with rendering utilities and other payments through banks, payment terminals or payment service providers in the information system "ASAN odenis".
