Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of social services for aged, persons with disability and other socially vulnerable categories of the population (further - social services).

Article 2. Legislation on social services

The legislation on social services consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about social services then are applied rules of the international treaty.

Article 3. Basic principles of social services

The basic principles of social services are:

legality;

respect for human rights;

humanity;

availability;

preventive orientation;

targeting and individual approach;

voluntariness.

Article 4. The main directions of state policy in the field of social services

The main directions of state policy in the field of social services are:

providing rights, freedoms and legitimate interests of socially vulnerable categories of the population;

identification and accounting of persons needing social services and the organization of their provision;

creation of necessary conditions for preserving bonds of receivers of social services with family and society, their stay in the favorable circle;

ensuring openness of activities of state bodies;

ensuring compliance with standards of social services;

development of social partnership.
