"Standard rates of manpower ceiling of the organizations performing punishments are established by the Government of the Russian Federation. Manpower ceiling remains invariable within two years in case of the reduction of number of convicts in cases of carrying out amnesty, change of the legislation of the Russian Federation, conditions of execution of punishments and other cases according to the procedure established by the Government of the Russian Federation.";
