The paragraph third Item 2 of Article 78.1 to state 1) in the following edition:

"The procedure for scoping and provision of the specified subsidies from the federal budget, the budget of the subject of the Russian Federation and the local budget is established respectively by regulatory legal acts of the Government of the Russian Federation, the supreme executive body of the government of the subject of the Russian Federation, municipal legal acts of local administration, and also the Federal Laws providing creation of the state corporations and state-owned companies. The specified regulatory legal acts, municipal legal acts shall conform to the general requirements established by the Government of the Russian Federation and contain regulations on obligatory verification of the budgetary funds by the main manager (manager) who provided subsidy and bodies of the state (municipal) financial control of observance of conditions, purposes and procedure for provision of subsidies by other non-profit organizations which are not the public (municipal) institutions.";
