1. Approve the enclosed Rules about the organization of work of divisions of law-enforcement bodies on ensuring protection of public order and safety of citizens when holding actions by public associations on streets and in other public places.
2. To chiefs of departments, independent Departments of MIA, the Department of Internal Affairs of Astana, the Municipal Department of Internal Affairs of Almaty, chiefs of the Municipal Department of Internal Affairs-Department of Internal Affairs of areas, the Department of Internal Affairs on transport, educational institutions of the Ministry of Internal Affairs of RK, to commanders of connections and parts of internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan:
1) till 01.02.2001 to organize studying of the specified Rules by staff with acceptance of offsettings;
2) when ensuring protection of public order and safety of citizens on the events held by public associations strictly to be guided by requirements of the legislation of the Republic of Kazakhstan, observing the rights, freedoms and legitimate interests of citizens.
3. To impose control of execution of this order on Department of public safety of the Ministry of Internal Affairs of the Republic of Kazakhstan.
