About additional measures for enhancement of the payment mechanism of the salary, pensions, benefits and grants

For the purpose of radical enhancement of payment system of the salary, pensions, benefits and grants, ensuring unconditional protection of the rights and legitimate interests of pensioners, students and other socially vulnerable segments of the population, creating favorable conditions for free implementation of payments for the goods and services acquired by them in all territory of the Republic of Uzbekistan:

1. Draw the attention of heads of the Central bank, Ministry of Finance, off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan to availability of the numerous statements arriving in the Virtual reception President of the Republic of Uzbekistan about untimely salary payment, pensions, benefits and grants and also for unreasonable payment transfer in non-cash form on plastic cards in case of the insufficient level of development of system of payment terminals and bank devices.

2. Determine that since May 1, 2022:

payment of all types of pensions and benefits is made in cash form or based on the consent of citizens is enlisted on bank card;

salary payment to employees of state-financed organizations, social payments and payments in the mountainous and remote areas, according to appendix, is performed in cash form in full without restrictions;

payment of grants to students of higher educational institutions is made at least, than for 50 percent, in cash form.

3. To the Ministry of Economics and finance, to the off-budget Pension fund under the Ministry of Economics and finance of the Republic of Uzbekistan, JSC Hulk banki to provide pension payment according to Item 2 of this resolution, in the terms established by the legislation, no later than the 27th day of the corresponding month.
