This Law establishes procedure of the international relations with foreign states, their governments and the international organizations on high and other levels.

Article 1. Concept of the State protocol

The state protocol is set of the commonly accepted rules and the rules taking into account the traditions respected in official relations of Turkmenistan with other states, their governments and the international organizations proceeding from national traditions and the international experience.

Article 2. Legal basis of the State protocol

The legal basis of the State protocol is constituted by the Constitution of Turkmenistan, this Law, other regulatory legal acts of Turkmenistan, and also the international agreements of Turkmenistan.

If the international treaty of Turkmenistan establishes other rules than provided by this Law, then rules of the international treaty are applied.

Article 3. Main objective and tasks of the State protocol

Main objective of the State protocol is providing the international relations of Turkmenistan on high and other levels.

The following tasks are assigned to the State protocol:

1) legal and organizational support of visits abroad President of Turkmenistan, government and parliamentary delegations of Turkmenistan, and also visits to Turkmenistan of Heads of States and Governments, parliamentary delegations of foreign states, heads of Foreign Ministries, heads of the international organizations and eminent political and public figures;

2) organization of signing of international treaties and other international documents of Turkmenistan, and also personal special president's letters of Turkmenistan;

3) preparation and organization of meetings and negotiations of the President of Turkmenistan with foreign state, government and parliamentary delegations, representatives of the international organizations, and also heads of the large foreign companies and business community;
