About the devil of low-security

This Law lays the legal basis of implementation of targeted material support of the least socially protected segments of the population in the conditions of crisis state of economy.

Article 1. Line of low-security

Line of low-security is size of the average per capita comprehensive income providing to the disabled citizen consumption of goods and services at the minimum level established by the legislation.

Article 2. Principles of determination of line of low-security

Line of low-security is created on the basis of the normative statistical technique.

The regulatory method creates set of food products determined according to social norms of consumption for persons of disabled age who are developed by scientific institutions and the organizations of the corresponding profile.

The cost of nonfoods and services and upkeep cost of housing are determined according to actual expenses of families with the low income according to the provision approved by the Cabinet of Ministers of Ukraine. The cost of nonfoods cannot constitute less than fifteen percent of cost of product set.

Article 3. Procedure for development of set of goods and services

Set of food products and services is developed for determination of size of cost of line of low-security with participation of labor unions by the Cabinet of Ministers of Ukraine.

Article 4. Procedure for determination of size of cost of line of low-security

The size of cost of line of low-security annually affirms the Supreme Council of Ukraine on representation of the Cabinet of Ministers of Ukraine in case of approval of the Government budget of Ukraine and is periodically reviewed according to growth of consumption price index and service together with refining of indicators of the Government budget of Ukraine.

In exceptional cases the Supreme Council of Ukraine can approve the size of cost of line of low-security and not in case of approval of the Government budget of Ukraine.
