For the purpose of protection of rights and freedoms of man and citizen, being guided by the conventional principles and regulations of international humanitarian law, I decide:

1. Determine what is temporary, for the period before political settlement of situation in certain districts of the Donetsk and Luhansk regions of Ukraine based on the Minsk Agreement:

a) identity documents, education documents and (or) about qualifications, certificates of birth, the conclusion (termination) of marriage, change of name, about death, registration certificates of vehicles, registration signs of vehicles issued by relevant organs (organizations) which are actually operating in the territories of the specified areas are recognized the Russian Federation valid;

b) the citizens of Ukraine and persons without citizenship who are constantly living in the territories of certain districts of the Donetsk and Luhansk regions of Ukraine can perform entry into the Russian Federation and departure from the Russian Federation without execution of visas based on the identity documents (minor children aged up to 16 years - based on the certificate of birth) issued by the relevant organs which are actually operating in the territories of the specified areas.

2. To the government of the Russian Federation to take necessary measures for implementation of this Decree.

3. This Decree becomes effective from the date of its signing.
