This regulation does not extend to persons having disability, the guardians (custodians) of persons which do not have opportunity to manage road transport for health reasons, who are in dependence under the agreement of the perpetual maintenance and other persons provided by regulatory legal acts of Turkmenistan.".
II. This Law becomes effective since January 1, 2016.
