About legal status of foreigners and stateless persons
This Law determines legal status, affirms basic rights, freedoms and obligations of the foreign citizens and stateless persons who are living or temporarily staying in Ukraine and determines procedure for the solution of the questions connected with their entry into Ukraine or departure from Ukraine.
The foreigner - the person who is not consisting in citizenship of Ukraine and being the citizen (subject) of other state or the states.
The stateless person - person who any state according to the legislation does not consider the citizen.
The passport document - the national passport or the document replacing it.
Foreigners and stateless persons have the same rights and freedoms and fulfill the same duties, as citizens of Ukraine if other is not provided by the Constitution, present and other laws of Ukraine, and also international treaties of Ukraine.
Foreigners and stateless persons are equal before the law irrespective of origin, social and property status, racial and national identity, floor, language, the relation to religion, sort and nature of occupations, other circumstances.
If the foreign state sets restrictions on realization of the rights and freedoms by citizens of Ukraine, the Cabinet of Ministers of Ukraine can make the decision on establishment of the corresponding procedure for realization of the rights and freedoms by citizens of this state in the territory of Ukraine. This decision becomes effective after its publication. It can be cancelled if the bases on which it was accepted disappear.
