About introduction of amendments to some laws of Ukraine of rather voluntary accession of territorial communities

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About voluntary consolidation of territorial communities" (Sheets of the Verkhovna Rada of Ukraine, 2015, No. 13, the Art. 91, No. 37-38, Art. 371; 2016, No. 2, Art. 17, No. 6, Art. 60; 2017, No. 2, Art. 26):

Article 1 to add 1) with the words "and also voluntary accession to the integrated territorial communities";

Article 7 part eight paragraph two after the words "at the same time informs" to add 2) with words "the Verkhovna Rada of Ukraine";

To add 3) with the Section II-1 of the following content:

"Section II-1. PROCEDURE for VOLUNTARY ACCESSION TO the INTEGRATED TERRITORIAL COMMUNITIES

Article 8-1. INITIATION of VOLUNTARY ACCESSION TO the INTEGRATED TERRITORIAL COMMUNITIES

1. To join voluntarily the integrated territorial community, acknowledged is able according to part four of article 9 of this Law, the adjacent agricultural, settlement territorial community which according to the perspective plan of forming of the territories of communities of the Autonomous Republic of Crimea, areas belongs to this integrated territorial community has the right.

2. The subjects determined by part one of article 5 of this Law can be initiators of voluntary accession to the integrated territorial community.

3. The rural, settlement chairman provides studying of the offer on initiation of voluntary accession to the integrated territorial community and its public discussion which is carried out within 30 days from the date of receipt of such offer. After completion of public discussion the proposal is submitted in the relevant council on the next session for decision making about provision of consent to voluntary accession to the integrated territorial community.
