About measures for enhancement of payment system and strengthening of material work incentives of workers of national education

Since the first Independence Day of our country purposeful work on increase in role and prestige of profession of the teacher is consistently carried out, the measures directed to improvement of material living conditions of teachers are implemented. Responsible work of teachers resides in the center of attention and is subject of special care of the state. In recent years repeatedly the salary sizes to workers of system of national education increased. Introduction to teachers of separate allowances and optimization of pedagogical loading according to requirements of educational standards promoted inflow of young specialists to the sphere of national education.

At the same time the developed incentive system of work of teachers in case of which talent, professional qualities of teachers still did not become the major determining criterion of payment of their work remains weak link in school education. Low level of the operating tariff charges, lack of the accurate and transparent mechanism of establishment of surcharges leads to depersonalization of personal deposit of teachers and decrease in pedagogical capacity of schools.

For the purpose of further enhancement of wages system of teachers, implementation of qualitatively new mechanism of financial incentive and compensation of the talented, betrayed the profession employees of educational institutions, increase in their responsibility and strengthening of personal deposit in process of forming of harmoniously developed younger generation:

1. Determine the main tasks of advanced wages system of pedagogical workers:

providing the worthy assessment of contribution of teachers and other workers of national education providing encouragement of the talented teachers showing commitment of the profession and initiative, high professionalism, making big personal deposit in teaching and educational process;

implementation of the objective and transparent payment mechanism of work, standardization of the existing allowances and surcharges, taking into account not only preserving payment is not lower than the operating level, and glavnoyeobespecheniye of its growth;
