About enhancement of wages system of health workers

For years of independence in our country considerable work on creation of necessary conditions for the healthy and worthy life of people, forming of available and high-quality health care system is carried out. Within the Presidential decree of the Republic of Uzbekistan of November 10, 1998 "About the State program of reforming of health care system of the Republic of Uzbekistan" and target programs measures for radical improvement of protection of public health, strengthening of health of women and children, creation of organizational and practical conditions for improvement of quality of medical care, forming of rural medical Items, prevention of spread of diseases are consistently performed that promoted essential improvement of conduct of life of the population.

The major place in system of measures for reforming of health care is given to the measures directed to enhancement of payment and material work incentives of health workers. In recent years official pay rates of employees of service emergency are increased and emergency medical service, progressive payment methods of work in the republican specialized medical centers are implemented.

At the same time the operating system of assessment and compensation of health workers, ensuring accurate and direct dependence of the salary received by them and the mechanism of encouragement demands further improvement from degree of complexity of the performed work and quality of the provided medical care.

It is necessary to create the steady material incentives promoting permanent aspiration each health worker to increase in the professional level and capabilities in wages system.

Significantly the pay level of multipurpose work of the rural doctor lags behind qualifying standards that does not promote attraction and fixing of young perspective specialists on this site of work. The sizes of the salary of junior staff and nurses, especially in specialized stationary medical institutions, do not correspond to degree of their loading therefore the medical organizations are not fully completed by the specified workers.
