For the purpose of reduction of the regulatory legal base of the Ministry of Economic Development of the Russian Federation in compliance with the legislation of the Russian Federation I order:

Approve the enclosed changes which are made to the order of the Ministry of Economic Development of the Russian Federation of May 19, 2014 No. 278 "About implementation of the order of the Government of the Russian Federation of September 13, 2010 No. 716 "About approval of Rules of forming and realization of federal targeted investment program" (it is registered by the Ministry of Justice of the Russian Federation on October 20, 2014, registration No. 34368) with the changes made by the order of the Ministry of Economic Development of the Russian Federation of December 4, 2015 No. 911 ( registration No. 40585) is registered by the Ministry of Justice of the Russian Federation on January 14, 2016.

Changes which are made to the Order of the Ministry of Economic Development of the Russian Federation of May 19, 2014 No. 278 "About implementation of the Order of the Government of the Russian Federation of September 13, 2010 No. 716 "About approval of Rules of forming and realization of federal targeted investment program"

1. State preamble in the following edition:

"In pursuance of Items 9, 29, 29.1, 36, 37, 44 Rules of forming and the realization of federal targeted investment program approved by the order of the Government of the Russian Federation of September 13, 2010 No. 716 (The Russian Federation Code, 2010, No. 38, Art. 4834; 2011, No. 40, Art. 5553; 2012, No. 3, Art. 447; No. 7, Art. 849; 2013, No. 1, Art. 52; No. 20, Art. 2478; 2014, No. 3, Art. 285; No. 50, Art. 7087; 2015, No. 2, Art. 459; No. 49, Art. 6974; No. 51, Art. 7355; 2016, to No. 11, of the Art. 1538), I order:".

2. In paragraphs four and the fifth Item 1 of the word "Russian Government Military-Industrial Commission" in the corresponding case shall be replaced with words "the board of the Military-industrial commission of the Russian Federation" in the corresponding case.

3. In the Methodical instructions for forming of the project of federal targeted investment program approved by the order:

i) amounts of the budgetary appropriations of the federal budget for the next financial year and planning period provided on development of the project documentation or acquisition of rights use of the standard project documentation, information on which is included in the register of the standard project documentation (concerning residential and office buildings, buildings for social, cultural and household purposes), and carrying out engineering researches (if budgetary appropriations on these purposes are provided in the corresponding regulatory legal act or the decision).

Actions for providing the military personnel with permanent and (or) office housing and the persons equated to them on the bases established by the legislation of the Russian Federation provided by the state defense order for 2015 and for planning period of 2016 and 2017 are subject to completion within the state defense order, and budgetary appropriations for their realization are reflected in the address program with breakdown for the main managers of means of the federal budget (without specifying of the data provided by subitems "d" - this Chapter).

Offers on inclusion in the draft of the address program of actions for providing the military personnel with permanent and (or) office housing and the persons equated to them on the bases established by the legislation of the Russian Federation provided by the state defense order for 2015 and for planning period of 2016 and 2017 are represented to the Ministry of Economic Development of the Russian Federation, and also to board of the Military-industrial commission of the Russian Federation with observance of requirements of the legislation of the Russian Federation on the state secret.";

"For the purpose of preparation of the draft of the address program with observance of requirements, stipulated in Item 4 Rules, the board of the Military-industrial commission of the Russian Federation in 3-day time from acceptance date of the decisions specified in the paragraph 2 presents of Item reports data on total amounts of the state capital investments on the state defense order with observance of requirements of the legislation of the Russian Federation on the state secret in the Ministry of Economic Development of the Russian Federation.";

k) state Items 13 and 14 in the following edition:

"13. In 2 weeks time from the date of signing by the President of the Russian Federation of the Federal Law on the federal budget for the next financial year and planning period of the Ministry of Economic Development of the Russian Federation approves the address program.

The budgetary appropriations provided by the Federal Law on the federal budget the current financial year and planning period for implementation of actions on provision of housing for the military personnel, data on whom are the state secret, are considered in the address program with observance of requirements of the legislation of the Russian Federation on the state secret.

The budgetary appropriations provided by the Federal Law on the federal budget the current financial year and planning period for implementation of investment projects of construction, reconstruction including with elements of restoration, modernization of capital construction projects, actions (the enlarged investment projects) and for acquisition of the real estate units included in the state defense order are considered in the address program in one line with observance of requirements of the legislation of the Russian Federation on the state secret.

14. According to Item 24 of Rules in 10-day time from the date of approval of the address program of the Ministry of Economic Development of the Russian Federation:

Rosstat sends to the Ministry of Finance of the Russian Federation in paper and electronic type, data on capital construction projects, actions (the enlarged investment projects), the real estate units included in the address program (appendix 1 to these Methodical instructions) with indication of code of accounting unit;

brings to the main managers and subjects of budgetary planning of the statement from the address program, the containing data on capital construction projects, actions (the enlarged investment projects), the real estate units included in the address program in relation to the corresponding main manager and the subject of budgetary planning with indication of code of accounting unit (appendix 1 to these Methodical instructions).

According to Item 24 of Rules in 10-day time from the date of the direction of the relevant data specified in this Item in the Ministry of Finance of the Russian Federation, Rosstat, to the main managers and subjects of budgetary planning of the Ministry of Economic Development of the Russian Federation posts the address program on the official site of the address program on the Internet to the address: faip.economy.gov.ru, and also data on the address program in structure of state programs of the Russian Federation (except for data on the address program, data on which are the state secret).
