Article 1

Bring in the Federal Law of July 7, 2003 No. 126-FZ "About communication" (The Russian Federation Code, 2003, No. 28, Art. 2895; 2007, No. 1, Art. 8; 2013, No. 30, Art. 4062) following changes:

1) in Article 60:

a) state Item 1 in the following edition:

"1. Sources of forming of reserve of universal servicing are obligatory expels (non-tax payments) of operators of communication network public, penalty fee for untimely or incomplete payment of obligatory assignments (non-tax payments) by operators of communication network public, and also other sources which are not prohibited by the law.";

b) state Item 6 in the following edition:

"6. If obligatory contributions (non-tax payments) of operators of communication network public to reserve of universal servicing are not performed at the scheduled time or performed in incomplete amount, the federal executive body performing functions on management of state-owned property and rendering the state services in the field of telecommunication and mail service including in the field of creation, development and use of the communication networks, satellite communication systems, systems of television broadcasting and broadcasting having the right to take a legal action with the recovery suit of obligatory assignments (non-tax payments) and penalty fee for untimely or incomplete payment of obligatory contributions (non-tax payments) to reserve of universal servicing.";
