About introduction of amendments to the Law of Ukraine "About providing the rights and freedoms of internally displaced persons" concerning ensuring the right to utilities

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About providing the rights and freedoms of internally displaced persons" (Sheets of the Verkhovna Rada of Ukraine, 2015, No. 1, the Art. 1, No. 11, the Art. 75, No. 21, Art. 140; 2016, No. 6, Art. 58, No. 10, Art. 99) following changes:

1. To include part in Article 5 the second the following content:

"2. The address of the appropriate place of the compact settlement of internally displaced persons (the town address from combined modules, hostels, recreation camp, rest house, sanatorium, boarding house, hotel, etc.) can be the address of the actual accommodation of the internally displaced person".

2. To add article 9 part one after the paragraph of the seventh with the new paragraph of the following content:

"Payment of cost of utilities, electrical and heat energy, natural gas in places of the compact settlement of internally displaced persons (towns from combined modules, hostels, recreation camps, rest houses, sanatoria, boarding houses, hotels, etc.) on the corresponding rates established on such services and goods for the population".

With respect thereto paragraphs of the eighth - to consider the eighteenth respectively paragraphs the ninth - the nineteenth.

3. Add with Article 9-1 of the following content:

"Article 9-1. ENSURING REALIZATION of the RIGHTS of the REGISTERED INTERNALLY DISPLACED PERSONS TO RECEIPT of UTILITIES

1. The state guarantees to the registered internally displaced persons the right to utilities, electrical and heat energy, natural gas in places of the compact settlement (towns from combined modules, hostels, recreation camps, rest houses, sanatoria, boarding houses, hotels, etc.) on the corresponding rates established on such services and goods for the population.
