The Ministries of Justice of Ukraine, the Republic of Estonia, the Republic of Latvia, the Republic of Lithuania and the Ministry of justice of the Republic of Poland, further - the Parties, recognizing importance of cooperation which shall be based on bases of mutual respect, between the Ministries of Justice of noted countries during implementation of legal reforms and creation and consolidation of constitutional states, proceeding from general desire to develop mutual cooperation, agreed about it:
1. The purpose of multilateral cooperation of the Parties is discussion of the most important issues in the field of the right, development of conceptual and methodical practices concerning ways of development of the right and development of legal cooperation in the chosen directions.
2. The priority direction of cooperation of the Parties is the area of the civil law which can change according to arrangements and requirements of the Parties.
3. For the purpose of permission of important issues of cooperation of the Party create steering committee concerning multilateral cooperation which gathers for discussion of specific actions for current period and for summing of the carried-out work once a year.
4. In pursuance of the determined and approved cooperation actions the steering committee at the meetings approves the general program of activities of multilateral cooperation for each two years.
5. The parties create conditions for direct connections and experience exchange, carry out expertizes and provide expert opinions, organize consultations, seminars, scientific conferences, "round tables", visits of delegations and separate agents of the parties for permission of the questions constituting interest for the Parties.
6. If the cooperation satisfies all Parties, it can be extended based on new arrangements and to other areas of common interests. The cooperation in the field of human rights protection and development of system of provision of legal information will be approved at the same time.
