Article 1

"5. Appointment and allowance payment on temporary disability, on pregnancy and childbirth are performed based on the leaf of disability issued by the medical organization in the document form on paper or (from written consent of insured person) the insurer created and placed in information system in electronic form signed with use of the strengthened qualified digital signature by the health worker and the medical organization if the medical organization and the insurer are participants of system of information exchange on exchange of data for the purpose of forming of leaf of disability in electronic form. For appointment and payment of the specified benefits insured person represents the reference (certificates) of the amount of earnings from which the benefit shall be estimated, from the place (places) of work (service, other activities) at other insurer (at other insurers), and for appointment and payment of the specified benefits by territorial authority of the insurer - the reference (certificates) of the amount of earnings from which the benefit, and the determined federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of work and social protection of the population, the documents confirming insurance years of service shall be estimated. The form, procedure for issue and procedure for registration of leaves of disability, and also procedure for forming of leaves of disability in electronic form is established by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of health care in coordination with the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of work and social protection of the population and Social Insurance Fund of the Russian Federation. The procedure for information exchange of the insurer, insurers, the medical organizations and federal state institutions of medico-social examination for exchange of data for the purpose of forming of leaf of disability affirms as electronic form the Government of the Russian Federation.".

Article 2

Bring in the Federal Law of November 21, 2011 No. 323-FZ "About bases of protection of public health in the Russian Federation" (The Russian Federation Code, 2011, No. 48, Art. 6724; 2013, No. 48, Art. 6165) following changes:

1) Article 59 to add with part 3.2 following of content:

"3.2. The leaf of disability is issued in the document form on paper or (from written consent of the patient) is created in the form of the electronic document signed with use of the strengthened qualified digital signature by the health worker and the medical organization.";

2) in Article 78:

a) in Item 3 of the word "and disability leaves" to exclude;

b) add with Item 3.1 of the following content:

"3. 1) to issue disability leaves according to the procedure, established in accordance with the legislation of the Russian Federation about compulsory social insurance on case of temporary disability and in connection with motherhood;".

Article 3

This Federal Law becomes effective since July 1, 2017.
