Part 1 of Article 10.4 to add 1) with Item 12 of the following content:

"12) to establish one of the offered federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and the communication intended for determination of number of users by information resource in Internet network of programs for electronic computers.";
