For the purpose of implementation of article 22-1 of the Law of the Kyrgyz Republic "About public health care", according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201 the following amendments and change:

- add Item 1 with the paragraph twenty third the following content:

"-Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to placement, the device, the equipment and operation of aquaparks and pools, baths, bathing and improving complexes and saunas, laundry and bath-and-laundry plants, dry-cleaners, hotels, hostels, cemeteries and subjects to funeral appointment" according to appendix 22.";

- in item 4 of the word "educations, culture and sport" shall be replaced with words "social development";

- add with appendix 22 in edition according to appendix to this resolution.

2. This resolution becomes effective after fifteen days from the date of its official publication.

1. General provisions and scope

1. These sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to placement, the device, the equipment and operation of aquaparks and pools, baths, bathing and improving complexes and saunas, laundry and bath-and-laundry plants, dry-cleaners, hotels, hostels, cemeteries and subjects to funeral appointment" (further - health regulations) establish sanitary and epidemiologic requirements to designing, placement, water supply, water disposal, lighting, ventilation, content of rooms, the equipment, working conditions and observance of rules of personal hygiene of personnel of domestic objects - aquaparks and pools, baths, bathing and improving complexes and saunas, laundry and bath-and-laundry plants, dry-cleaners, hotels, hostels, cemeteries and subjects to funeral appointment" (further - objects).

2. Health regulations extend to the designed, under construction, reconstructed and operating projects irrespective of their subordination and patterns of ownership.

3. Earlier built buildings of objects are operated according to the project on which they were constructed.

4. The responsibility for violation of these health regulations is established according to the legislation of the Kyrgyz Republic on the administrative responsibility.

5. Supervision of observance of these health regulations is exercised by authorized state body in the field of sanitary and epidemiologic wellbeing of the population of the Kyrgyz Republic.

2. Terms and determinations

6. In these health regulations the following terms and determinations are used:

1) aquapark - the pool or complex of pools incorporating water attractions (hills, artificial waves, currents, falls, fountains, hydroaero massage devices, etc.), rest areas (beaches, plank beds, etc.), and also other functional objects which are characterized:

- free mode of visit and movement;

- simultaneous stay of adults and children;

- non-regulated loading of certain pools and attractions;

2) bath - the special room intended for washing and soaring of people;

3) bathing and improving complex - the multipurpose complex combining the hygienic, bathing, improving and preventive functions connected with clarification and rejuvenation of body of the visitor and strengthening of its physical condition;

4) bath-and-laundry plant - the company providing services of laundry and bath;

5) the pool - the hydraulic engineering construction intended for swimming, bathing and occupations by water sports;

6) basin water - the water which is in bathtubs of pools;

7) the pool of flowing type - the pool to which water continuously arrives during bathing of people and excess of water is dumped in the sewerage;

8) the pool with water change - the pool without system of water purification in which water merges completely after each visitor or group of visitors;

9) water zone of aquapark - the zone of pools, water attractions and beaches available to visitors of aquapark, past razdevalny and shower;

10) water treatment - set of the methods, the equipment and materials intended for cleaning and disinfecting of basin water;

11) clear-out - measures for the maximum cleaning of rooms of pollution, including removal of resistant spots, cleaning of furniture, window glazing and the equipment;

12) hotel - the company intended for temporary residence of people;

13) disinfection - package of measures, directed to removal and destruction of causative agents of infectious (parasitic) diseases on environment objects which can serve as factors of transmission of infection;

14) disinsection - complex of the actions directed to fight against arthropods, both carriers of infectious diseases and doing this or that harm to the person;

15) deratization - complex of the actions directed to fight against the rodents doing epidemiological or economic harm to the person;

16) the cemeterial period - time of decomposition and mineralization of body of the dead;

17) the cemetery - the territory which is specially allocated for burial of corpses;

18) columbarium - storage of ballot boxes with ashes after cremation;

19) crematorium - the ritual construction intended for the bringing of remains of the died (dead) to fire with cremation;

20) cremation - the bringing of body of the dead to fire (fiery burial);

21) microclimate is complex of physical factors of the internal circle of rooms exerting impact on thermal exchange of organism and health of the person;

22) the hostel - the place of temporary residence of persons during their work, service or training;

23) public places - the rooms intended for implementation in them of activities for servicing of the population;

24) subjects to funeral appointment - objects for rendering services and sales of goods for carrying out mourning ceremonies;

25) remains - not decayed corpse remaining balance;

26) residual free chlorine - the amount of HOCl hypochlorous acid, hypochlorite ion of OCl and molecular Cl 2, chlorine of the reactions of the entered chlorine which remained later with different chemical compounds in water;
