About approval of the Methodological management on development, approval and change of the budget

Based on Item l) parts (1) Article 20 and Item c) article 85 of the Law on public finance and tax and budget responsibility No. 181 of July 25, 2014 (The official monitor of the Republic of Moldova, 2014, Art. No. 223-230, 519), and also according to the subitem 1) Item 7 of the Regulations on the organization and functioning of the Ministry of Finance approved by the Order of the Government No. 696 of August 30, 2017 (The official monitor of the Republic of Moldova, 2017, 329, of the Art. 801), with subsequent changes and amendments, I ORDER to No.:

1. Approve the Methodological management on development, approval and change of the budget according to appendix.

2. To bodies of the central and local public government:

a) provide consecutive and timely implementation of the actions falling within the scope of responsibility according to budget calendar;

b) approve or in case of need to provide regulations about the organization of process of development, approval and introduction of amendments to the budget in bodies of the public power in compliance with the present manual;

c) provide inclusion of the obligations and otvetstvennost provided by the present manual in the job description and individual tasks of activities of responsible persons;

d) provide training of qualified personnel in subordinated budgetary institutions.

3. This order:

- becomes effective since January 1, 2016;

- publish in the Official monitor of the Republic of Moldova and post the ministries on the website.

4. Along with enforcement of this order to recognize invalid:

a) The order of the Minister of Finance No. 94 of December 31, 2004 "About approval of the Regulations on administration of special means of budget bodies / organizations" (The official monitor of the Republic of Moldova, 2005, Art. No. 39-41, 125), with subsequent changes and amendments;
