leaving need of further consolidation and development of equal and mutually advantageous trade and economic relations, effective use of economic and scientific and technical capacity of two states and growth in prosperity of their people,

providing great value to implementation of economic reforms and creation of conditions for phased transition to free movement of goods, services, the capitals and labor power,

considering interaction on the basis of bilateral and multilateral arrangements, including within the Commonwealth of Independent States,

agreed about the following:

Article 1

High contracting parties realize the Interstate program of long-term economic cooperation between Ukraine and the Republic of Belarus for 1999-2008 (further - the Program) which is integral part of this Agreement.

Article 2

High contracting parties perform economic cooperation on the basis of steady respect for the conventional principles of international law, including by interaction between business entities of both states irrespective of their patterns of ownership and subordination which according to the legal capacity sign the relevant agreements.

High contracting parties, leaving need of deepening of mutually beneficial economic cooperation between them, create favorable conditions for coordination of structural changes in priority industries of economy, carrying out economic reforms, solutions of common social problems, for rapprochement of regulatory framework in the field of foreign economic activity, interaction in the field of tax policy, anti-monopoly regulation, forming of separate projects and programs, cooperation development assistance provision, to creation of general production structures, implementation of investing activities according to the legislation of High contracting parties.
