aiming at accomplishment of the provisions concerning cultural measurement which contain in the Helsinki Final act, the Parisian charter for New Europe, in particular, of the agreements reached on the Krakow symposium on cultural inheritance of the State Parties of NBSE

realizing mutual advantage of this cooperation,

decided to sign this Agreement and for this purpose agreed about the following:

Article 1

The contractual Parties will attach special significance to creation of the cultural relations based on respect of the personality, liberty of conscience and religion, free avtoekspresiya, recognition of cultural and cultural values, frankness, tolerance, law priority.

Article 2

The contractual Parties will support cooperation and experience exchange in the fields of education, the higher education, and also to create the corresponding conditions for cooperation between higher educational institutions and schools of the lowest level (the main, average and professional), scientific and educational institutions, and also scientists, students and pupils.

Article 3

The contractual Parties will cooperate in case of informing the Parties on development of national education systems, they will support creation of general information bank on problems of education which organizational principles are stated in the special protocol.
