confirming the commitment to the universally recognized norms of international law, the purposes and the principles of Articles of organization of the United Nations, provisions of the Gelsinsky Final Act and other documents of Organization for Security and Cooperation in Europe,

firmly convinced that respect for human rights and fundamental freedoms is the integral condition of consolidation of peace and safety, democracy and cooperation,

recognizing need to provide new quality to the bilateral relations and to strengthen their contractual basis,

agreed about it:

Article 1

The high Contractual Parties will develop the relations as the friendly states. The parties establish the relations on mutual trust and consent, being guided at the same time by the principles of respect of independence, the state sovereignty and equality, non-interference to internal affairs of each other, nonuse of force or threat of force, including economic and other means of pressure, peaceful settlement of disputes, respect for human rights and fundamental freedoms, fair accomplishment of the international obligations, and also other conventional principles and rules of international law.
