According to Item 1 of part 3 of article 46.10 of the Town-planning code of the Russian Federation the Government of the Russian Federation decides:

Approve the enclosed Regulations on recognition of capital construction projects, except for apartment houses, emergency and subject to demolition for the purpose of decision making about complex development of the territory at the initiative of local government body.

I. General provisions

1. This Provision establishes procedure for recognition of capital construction projects, except for apartment houses, emergency and subject to demolition for the purpose of decision making about complex development of the territory at the initiative of local government body.

2. Action of this provision extends to the capital construction projects irrespective of their pattern of ownership located in the territory in which borders implementation of activities for complex development of the territory at the initiative of local government body is provided.
