About cooperation in the field of quarantine of plants

The governments of the State Parties of this agreement which further are referred to as with the Parties

proceeding from provisions of the International convention on quarantine and protection of plants against December 6, 1951 in edition of 1997 (further – the Convention), and also other international treaties in the field of quarantine of plants,

expressing intention to continue cooperation in the field of quarantine of plants,

recognizing importance of cooperation for the purpose of prevention of drift and distribution of quarantine objects when implementing contacts and development of economic and commercial intercourses within the Commonwealth of Independent States,

agreed as follows:

Article 1

For the purposes of this agreement the main terms having the following values are used:

quarantine objects (quarantine harmful organism) – the harmful organisms which are absent or restrictedly extended in the territories of the State Parties of this agreement and brought in national lists of quarantine objects and (or) in other lists of quarantine objects provided by international treaties between the State Parties of this agreement;

phytosanitary quarantine control (supervision) – the activities of authorized bodies in the field of quarantine of plants directed to identification of quarantine objects, establishment of quarantine phytosanitary condition of quarantine products, accomplishment of the international obligations and the legislation of the State Parties of this agreement in the field of quarantine of plants;

disinfecting – set of the actions concerning quarantine products directed to destruction of quarantine objects;

the quarantine products (quarantine freights, quarantine materials, quarantine goods) – plants, products of plant origin, loads, the soil, organisms, materials, container, packaging which can be carriers of quarantine objects and (or) promote their distribution and concerning which acceptance of quarantine phytosanitary measures when moving through customs border is necessary and on customs areas of the State Parties of this agreement;
