1. Consider the most important task of the Ministry of Internal Affairs of the Republic of Uzbekistan and its territorial subdivisions realization of the following main directions of increase in efficiency of protection of public order and ensuring public safety in the country:

the first - establishment of qualitatively new procedure for the organization of work of republican, average and local divisions of security guard and patrol service and protection of the public order providing accurate determination and differentiation of their main objectives and functions, the personal responsibility of each employee for the entrusted site of work;

the second - ensuring strict observance of the rights and freedoms of citizens, respect of their honor and advantage, strict following to rules of culture of communication and ethical behavior during service on streets, squares, in parks, stations, the airports and other public places, and also when holding mass actions;

third - strengthening of preventive actions among the staff of divisions of security guard and patrol service and protection of public order, eradication of the facts of bribery and abuses in case of execution of service by them, especially at night days;

the fourth - implementation of the new forms of work promoting high mobility and efficiency of safety of citizens when holding social and political, cultural and mass and other actions, forming efficient early warning system and suppression of group violations of law and order and mass riots;
