"Article 445-1. Violation of the law about public procurements

445-1.1. Violation of conditions of application of methods of purchase, that is:

445-1.1.1. expenditure of public funds based on the agreements signed by the purchasing organization without procurement procedures;

445-1.1.2. implementation of purchase of goods by the purchasing organization (works and services) with illegal use of other methods of purchase in spite of the fact that according to the Law of the Azerbaijan Republic "About public procurements" it was required to carry out purchase by method of open tender;

445-1.1.3. distribution under separate agreements of purchase of goods (works and services) at the expense of the means provided in the corresponding item of expenditure within one fiscal year, for the purpose of elimination of restriction of the amount for use of any other methods of purchase by the purchasing organization;
