Article 1

Article 66 of the Federal Law of July 7, 2003 No. 126-FZ "About communication" (The Russian Federation Code, 2003, No. 28, Art. 2895; No. 27, the Art. 3450) to add 2013, with Items 3 and 4 of the following content:

"3. Telecom operators according to the procedure, determined by the Government of the Russian Federation, shall provide transfer to users with communication services (on the user equipment (the terminal equipment), and in case of rendering communication services for the purposes of on-air land television broadcasting and (or) broadcasting - transfer to ether of signals of the notification and (or) emergency information on the dangers arising in case of threat of origin or emergence of emergency situations of natural and technogenic nature, and also when conducting military operations or owing to these actions about rules of conduct of the population and need of holding actions for protection.

4. The expenses of telecom operators incurred in connection with fulfillment of requirements of Item 3 of this Article are not subject to compensation.
