At the same time in the problem resolution of employment of the population obsolete, ineffective forms and methods of work are still used, practice of misstatement of real situation in the labor market is not obsolete, the facts of superficial approach to such major social problem as employment of graduates of the highest and average special, professional educational institutions continue to take place. Mechanisms of effective interaction and increase in responsibility of executive bodies on places, bodies of the public and economic board, educational institutions, self-government institutions of citizens and the general public in questions of employment of the population are poorly used.

Discrepancy of quantity of the created stationary new workplaces to real requirements of the labor market leads to violation of its balance, the high level of unemployment in certain regions of the republic, to growth of illegal labor migration and informal employment.

According to the resolution of the President of the Republic of Uzbekistan of May 6, 2017 No. PP-2960 strengthens the personal responsibility of heads of executive bodies on places and territorial authorities of economic complex for ensuring growth of employment of the population, increase in effectiveness and efficiency of the carried-out work on its employment, with introduction of the corresponding systems of material stimulation and application of drastic measures of authority punishment.
