The government of the Russian Federation decides:

Approve the enclosed Rules of approval of inclusion in borders of the territory on which the decision on its complex development is made by the supreme executive body of the subject of the Russian Federation or the head of local administration of the municipality, the parcels of land and (or) the real estate units located on them which are in property of the Russian Federation, subjects of the Russian Federation, municipal property.

These rules establish procedure for approval of inclusion in borders of the territory on which the decision on its complex development is made by the supreme executive body of the subject of the Russian Federation or the head of local administration of the municipality (further - the decision), for the parcels of land and (or) real estate units located on them which are in property of the Russian Federation, subjects of the Russian Federation, municipal property.

2. Before decision making the executive body of the subject of the Russian Federation or local government body sends the draft decision for approval:
