About introduction of amendments to some laws of Ukraine concerning creation of printing mass media by the Ministry of Defence of Ukraine for the period of conducting anti-terrorist operation

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. "About printing mass media (press) in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1993, No. 1, of Art. 1 with subsequent changes) to add the law of Ukraine with Article 8-1 of the following content:

"Article 8-1. The PRINTING MASS MEDIA FOUNDED by the MINISTRY OF DEFENCE of UKRAINE for the period of CONDUCTING ANTI-TERRORIST OPERATION

For the period of conducting anti-terrorist operation which period is determined by the Law of Ukraine "About temporary measures for conducting anti-terrorist operation" the Ministry of Defence of Ukraine has the right to creation of printing mass media.

The representative of the Ministry of questions of temporarily occupied territories and internally displaced persons of Ukraine, in proportion press officers of the press center of the headquarters of anti-terrorist operation, journalists who work around conducting anti-terrorist operation enter into structure of editorial board of the printing mass media founded by the Ministry of Defence of Ukraine for the period of conducting anti-terrorist operation and cover military subject, and also representatives of public organizations and associations.

Information placed in such printing mass media shall be true, be checked and impartial. Advertizing of programs of political parties, the electoral blocs, is forbidden to activities of their heads and members which have propaganda nature.

Financing of activities of printing mass media is performed at the expense of means of the government budget.

Within three months after the end of anti-terrorist operation which period is determined by the Law of Ukraine "About temporary measures for conducting anti-terrorist operation" the printing mass media founded by the Ministry of Defence of Ukraine for the period of conducting anti-terrorist operation are subject to reforming according to the Law of Ukraine "About reforming of the state and utility printing mass media".
