3. Bring in the Presidential decree of the Russian Federation of March 25, 2015 No. 161 "About approval of the Charter of military police of the Armed Forces of the Russian Federation and introduction of amendments to some acts of the President of the Russian Federation" (The Russian Federation Code, 2015, No. 13, Art. 1909; 2016, No. 50, the Art. 7077) (appendix) and in the Charter approved by this Decree, changes according to the list according to appendix No. 2.

4. This Decree becomes effective from the date of its signing.

1. In the Charter of internal service of the Armed Forces of the Russian Federation:

6) in paragraph five of the subitem "an" of Item 6 of appendix No. 7 of the word "plan of search of the military personnel" shall be replaced with words "the statement from the plan of search of the military personnel,".

2. In the Disciplinary charter of the Armed Forces of the Russian Federation:

Article 51 to state 1) in the following edition:

"51. For the purpose of suppression of minor offense, identification of the violator, and also preparation of materials about minor offense and ensuring timely and their correct consideration can be applied to the serviceman the following measures of ensuring production for materials about minor offense:

delivery;

detention;

personal inspection, examination of the things which are in case of the serviceman, examination of the vehicle;

withdrawal of things and documents;

temporary discharge from execution of job and (or) special responsibilities;

discharge from vehicle control;

medical examination.

The right to apply the specified measures is had:

commanders (chiefs) from the commander of company, him equal above - to the military personnel subordinated to them on service;

the person on duty on military unit - to the military personnel, younger or equal to him on military rank, passing military service in one with it military unit, in cases, being urgent;

the chief of garrison, the assistant to the chief of garrison on the organization of garrison service, the person on duty on garrison - to the military personnel in case of execution of garrison and (or) guard services; to the military personnel who is temporarily in garrison; to the military personnel who is out of arrangement of military unit, the duty station (outside garrison in which they pass military service) without identity documents and (or) certifying the stay right out of arrangement of military unit, the duty station (in this garrison);

chiefs of military messages on modes of transport, chiefs of military highways and military commandants of the railway (water) district and station (port, the airport) - to the military personnel in travel time on means of communication;

military personnel of military police - to the military personnel in the cases determined by the Federal Laws, the Charter of military police of the Armed Forces of the Russian Federation and other regulatory legal acts of the Russian Federation;

the senior military personnel - to the junior military personnel in case of violation of military discipline by them in the case determined by article 79 of this Charter;

chiefs and patrolmen of garrison patrols - to the military personnel in the cases determined by the Federal Laws and the Charter of garrison and guard services of the Armed Forces of the Russian Federation.

The procedure for application of measures of ensuring production for materials about minor offense is specified in appendix No. 6.";

The priority of execution by military units of garrison and guard services in garrison is established by the chief of garrison.

Involvement of military units to accomplishment of the tasks assigned to bodies of military police in cases and procedure which are established by articles 43 and 195 of the Charter of military police of the Armed Forces of the Russian Federation is performed according to the plan of the chief of relevant organ of military police depending on structure and purpose of the attracted military units.

The military professional educational organizations and the military educational organizations of the higher education of the Ministry of Defence of the Russian Federation are involved in execution of garrison and guard services, accomplishment of the tasks specified in article 43 of the Charter of military police of the Armed Forces of the Russian Federation, in garrison within time provided for this purpose by the curriculum.";

"20.1. Military commandant's office in case of accomplishment of tasks of garrison service:

a) participates in ensuring coordination of actions of military units of garrison in case of their transfer with peace into wartime;

b) participates in plan development of actions for accomplishment of tasks of garrison service;

c) participates in the organization of accomplishment of tasks for protection and defense of garrison objects;

d) participates in interaction with territorial authorities of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response in accomplishment of tasks of civil (local) defense;

e) participates in preparation of the actions devoted to festive, memorable days and days of military glory and also in coordination with executive bodies of subjects of the Russian Federation, territorial authorities of federal executive bodies and local government bodies in providing procedure during preparation and holding parades of troops of garrison and other actions with participation of troops;

e) performs accounting of the military units deployed in garrison and also the military teams which arrived to business trip;

g) performs accounting of the military burials located in the closed territories of garrisons and takes measures for content them as appropriate;

h) performs accounting of the military personnel who arrived to business trip and leave (appendix No. 13), and also control of their timely departure to the duty station;

i) performs accounting and storage of weapon and the ammunition withdrawn from the detained military personnel.";

Article 21 paragraph two after words "the assistant to the chief of garrison on the organization of garrison service" to add 6) with words "(the military commandant of garrison)";

Article 22 in paragraph seven the word "local" shall be replaced with words 7) "civil (local)";

8) Article 23 in paragraph one "local" shall be replaced with words the word "civil (local)";

Article 24 to state 9) in the following edition:

"24. The chief of garrison shall:

to direct daily activities of officials of garrison, and also the military commandant of garrison concerning garrison service, carried to competence of military commandant's offices according to article 20.1 of this Charter;

consider and approve plans and other documents submitted by officials of garrison according to their obligations;

develop and submit for approval of the top military commander of the military district (the chief of territorial garrison) the actions plan on accomplishment of tasks of garrison service (article 22 of this Charter) and to provide its accomplishment;

to quarterly analyze condition of garrison and guard services, observance of safety requirements of military service, vigilance and preserving the state secret;

organize protection and defense of garrison objects, to establish procedure for the admission on the objects which are under protection of garrison guard;

organize actions for counteraction to terrorism in garrison, perform direct management allocated for this purpose by forces and funds;

organize air defense, protection of troops and subjects to civil (local) defense from nuclear, chemical and biological weapon in the conditions of warlike situation and in case of emergence (origin threat) of emergency situations of natural and technogenic nature, ensuring fire safety in garrison, and also to exercise control of their condition;

organize and to constantly support interaction with the executive bodies of subjects of the Russian Federation, territorial authorities of federal executive bodies and local government bodies performing activities in the territory of garrison, to resolve the issues connected with the organization of garrison service, civil (local) defense with holding joint actions, and also with providing with premises the military personnel and members of their families, satisfaction of other their needs and requests;
