"1(1). Estimated cost of capital repairs of capital construction projects is subject to check of estimated cost if such capital repairs include:

a) replacement and (or) recovery of several types of building constructions (except for the bearing building constructions);

b) replacement and (or) recovery of one or several types of building constructions (except for the bearing building constructions) in total with replacement of separate elements of the bearing building constructions by the similar or other improving indicators of the bearing designs elements and (or) recovery of the specified elements under condition if the cost of replacement and (or) recovery of such elements does not exceed 20 percent of total cost of capital repairs of capital construction project;

c) replacement and (or) recovery of several types of building constructions (except for the bearing building constructions) in total with replacement and (or) recovery of systems of engineering facilities of one type, networks of engineering facilities of one type;

d) replacement and (or) recovery of several types of systems of engineering facilities or several types of networks of engineering facilities;

e) replacement and (or) recovery of several types of systems of engineering facilities or several types of networks of engineering facilities in total with replacement and (or) recovery of building constructions of one type (except for the bearing building constructions);

e) change of parameters of linear object which does not involve change of class, category and (or) originally established indicators of functioning of such object and in case of which change of borders of strip of branch and (or) the conservation zone of such object is not required;

g) change of parameters of several sites (parts) of linear object which does not involve change of class, category and (or) originally established indicators of functioning of such object and in case of which change of borders of strip of branch and (or) the conservation zone of such object is not required.";

Subject of check of estimated cost is studying and assessment of the calculations containing in estimate documentation for the purpose of establishment of their compliance to the estimate standard rates included in the federal register of estimate standard rates, to the physical amounts of works, constructive, organizational and technological and other decisions provided by the project documentation and also for the purpose of establishment of not excess of estimated cost over the expected (limiting) construction cost determined using the estimate standard rates determining the need for the financial resources necessary for creation of power unit of construction products approved by the Ministry of Construction and Housing and Communal Services of the Russian Federation (further - the enlarged standard rates of the price of construction).".
