About modification of some legal acts concerning disability

Article 1. Bring in the Code of the Kyrgyz Republic about the administrative responsibility (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 1999, No. 2, the Art. 77) the following change:

add Article 557 with part 5 of the following content:

"If person who made administrative offense owing to the state of health or illiteracy has no opportunity to study independently the protocol, person which constituted the protocol shall bring its content to the violator. If person who made administrative offense owing to physical defects has no opportunity with own hand to sign the protocol, it has the right to sign it with use of the facsimile signature which authenticity is certified in the procedure established by the law.".

Article 2. Bring in part I of the Civil code of the Kyrgyz Republic (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 1996, No. 6, the Art. 80) the following changes:

1) Article 8 to add with Item 3 following of content:

"3. The civil laws of persons with limited opportunities of health cannot be limited in connection with use of the facsimile signature replacing the sign manual when implementing the civil laws by them.";

2) in Article 176:

a) add Item 2 with the paragraph the second the following content:

"The citizen with limited opportunities of health who owing to physical defects has no opportunity to use the sign manual has the right to conclude the bargain in writing with use of notarially witnessed facsimile signature which completely replaces with itself the sign manual of the citizen.";

b) to add Item 3 after the word "be signed" with the words "also has no facsimile signature";

Chapter 7 to add 3) with Article 193-1 of the following content:

"Article 193-1. Invalidity of the transaction made with use of the facsimile signature of person with limited opportunities of health
