About introduction of amendments to the Law of the Kyrgyz Republic "About sustainable development of ekologo-economic system Issyk Kul

Article 1. Bring in the Law of the Kyrgyz Republic "About sustainable development of ekologo-economic system Issyk Kul (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2004, No. 12, the Art. 530) the following changes:

Article 1 to add 1) with the paragraph of the following content:

"The park beach area - the territory with a public width up to 100 meters from urez of water of the Lake Issyk Kul.";

Article 20 to add 2) with part 6 of the following content:

"The parcels of land of the park beach area can be provided under lease to resort and recreational organizations, as a rule, directly adjoining the park beach area or those resort and recreational organizations which in comparison with others are brought most closer to the park beach area.

Conditions and procedure for provision of the park beach area, and also the extreme areas of park beach areas, admissible to transfer to lease to the same subject, are established by the Government of the Kyrgyz Republic according to the land legislation of the Kyrgyz Republic.

The park beach area provided in accordance with the established procedure in use under lease can be protected by the lessee for the purpose of:

- providing procedure, safety of vacationers, safety of property;

- non-admissions of pollution of the park beach area animals;

- non-admissions of arrival of vehicles and use of other equipment, except carrying out cases according to the decision of the lessee or authorized state bodies of works on improvement and arrangement of the territory of the park beach area.

Requirements to barriers of the park beach area are established by the Government of the Kyrgyz Republic taking into account provisions of part two of article 17 of this Law on providing easy access of citizens to the park beach area. Non-compliance with this requirement attracts lease agreement cancelation.
