Part the second Article 9 to state 1) in the following edition:

"Licenses for acquisition, exhibiting and collecting of weapon and cartridges to it are issued by the federal executive body authorized in the field of traffic in weapons or its territorial authorities based on petitions from citizens of the Russian Federation. Effective period of the license for acquisition of weapon and cartridges to it - six months from the date of licensing. Licenses for exhibiting and collecting of weapon and cartridges to it are effective is termless.";

2) in Article 13.1 part two:
