About introduction of amendments to the Federal law "About the Federal Budget for 2017 and for Planning Period of 2018 and 2019"

Article 1

Bring in the Federal Law of December 19, 2016 No. 415-FZ "About the federal budget for 2017 and for planning period of 2018 and 2019" (The Russian Federation Code, 2016, No. 52, the Art. 7464) the following changes:

1) regarding 1 Article 1:

2) in Article 5:

4) in Article 9:

a) in Item of 1 part of 1 word "to appendices 33 and 34 (confidentially)" shall be replaced with words "to appendices 33, 33.1, 34 (confidentially) and 34.1 (confidentially)";

b) to add part 4 after the words "parcels of land" with the words "with the buildings and long-term plantings which are on them";

c) in Item 1 of part 5 of the word "in amount to 169 308 143, 9 thousand rubles" shall be replaced with words "in amount to 194 246 546, 7 thousand rubles";

d) add with part 6 (confidentially) following content;

5) part 3 of article 10 after words to "Federal Law" to add with the words "from reserve fund of the President of the Russian Federation and from reserve fund of the Government of the Russian Federation";

6) regarding 3rd Article 11 of the word "in the amount to the 20th 250, 0 thousand rubles" shall be replaced with words "in the amount to the 6th 420, 0 thousand rubles";

"5. Determine that the Government of the Russian Federation has the right to carry out in 2017 restructuring of obligations (debt) of subjects of the Russian Federation to the Russian Federation on budget credits within remaining balance of the debt restructuring which is not extinguished for date on budget credits in expense limits of budgets of subjects of the Russian Federation on preparation for carrying out in 2015 and 2016 of the international sports competitions in the Olympic sports, decisions on which carrying out are made by the President of the Russian Federation and (or) the Government of the Russian Federation, on the following main conditions:

1) the debt on principal debt and the budget credit added for the actual term of use for date of debt restructuring to percent is subject to repayment during the period from 2027 to 2036 inclusive annually equal shares with possibility of its early repayment;

2) for use of means of the federal budget the payment in the amount of annual interest rate 0,1 (further - percent for payment by installments), charged on remaining balance of restructured debt on principal debt and the budget credit added for the actual term of use for date of debt restructuring to percent is levied;

3) the debt on accrued penalty is subject to repayment till January 1, 2018;

4) in case of violation by the debtor of the repayment schedule of restructured debt and (or) interest payment for payment by installments outstanding restructured debt on principal debt and percent, the added percent for payment by installments are subject to early one-time repayment.

6. Additional terms and procedure for carrying out restructuring of obligations (debt) for subjects of the Russian Federation, procedure for expense determination of budgets of the subjects of the Russian Federation specified in part 5 of this Article are established by the Government of the Russian Federation.";

10) in part 5 of Article 17:

a) in Item 2 of the word "in the amount 493 699 222, thousand rubles" shall be replaced with words "in the amount 469 562 815, 7 thousand rubles";

"6. 1) budgetary appropriations for 2017 in volume of 5 006 429, 4 thousand rubles provided on the subsection "Other Nation-wide Questions" of the Section "Nation-wide Questions" of classification of budgets expenses on implementation of investment projects on construction and (or) reconstruction of capital construction projects within the actions for preparation and holding the FIFA World Cup in 2018 in the Russian Federation in case and within receipt of the income of the federal budget from payment and (or) collection of sums of money according to the bank guarantees provided as ensuring execution of the public contracts signed for the purpose of implementation of the specified investment projects according to decisions of the Government of the Russian Federation;";

in Item 7 of the word "in volume of 28 558 481, 7 thousand rubles" shall be replaced with words "in volume of 38 674 295, thousand rubles", words "to appendices 10 (confidentially), 16 (confidentially) and 20 (confidentially)" shall be replaced with words "to appendices 10 (confidentially), 10.1 (confidentially), 16 (confidentially), 16.1 (confidentially), 20 (confidentially) and 20.1 (confidentially)";

b) state part 5 in the following edition:

"5. Determine that Russian Railways open joint stock company according to the decision of the Government of the Russian Federation complex reconstruction of the site of M. Gorky - Kotelnikovo - Tikhoretsk - Crimean with bypass of the Krasnodar railway junction" has the right to use for the purpose of project implementation "Means of the unused fees in the authorized capital of Russian Railways open joint stock company performed according to:

1) Item 10.1 of part 1 of article 11 of the Federal Law of December 13, 2010 No. 357-FZ "About the federal budget for 2011 and for planning period of 2012 and 2013" on work on technological accession to the centers of power supply of objects of mobile radiotelephone communication on the highway "Amur" Chita - Khabarovsk, Items 8, 9 parts 1 of article 11 of the Federal Law of November 30, 2011 No. 371-FZ "About the federal budget for 2012 and for planning period of 2013 and 2014" on implementation of the investment projects "Construction of the Second Railway Tracks and Electrification of the Site Vyborg — Primorsk — Ermilovo of Oktyabrskaya Railway", "Reconstruction of the Station Gremyachaya of the Volga Railroad", in the amount up to 1 156 236, 0 thousand rubles;

2) Item 13.1 of part 1 of article 11 of the Federal Law of December 3, 2012 No. 216-FZ "About the federal budget for 2013 and for planning period of 2014 and 2015", appendix 30 to the Federal Law of December 2, 2013 No. 349-FZ "About the federal budget for 2014 and for planning period of 2015 and 2016", appendices 31 and 31.1 to the Federal Law of December 1, 2014 No. 384-FZ "About the federal budget for 2015 and for planning period of 2016 and 2017" on implementation of the investment project "Complex Development of the Site Mezhdurechensk — Taishet of the Krasnoyarsk Railroad", in the amount up to 5 000 000, 0 thousand rubles.";

c) add with parts 10 - 14 following contents:

"10. Determine that in 2017 according to the decision of the Government of the Russian Federation additional resources of the federal budget can be allocated in the authorized capital of Russian Railways open joint stock company (city of Moscow) in amount to 9 412 000, of 0 thousand rubles in case of receipt in the federal budget in the specified subsidy amount from city budget of Moscow for the purpose of construction of additional stopping points of the Moscow Railway and integration of the Savelovsky direction of the Moscow Railway and the Moscow central ring.

11. The government of the Russian Federation has the right to accept in 2017 in treasury of the Russian Federation 0 thousand rubles transferred by the "Deposit Insurance Agency" state corporation due to reduction of the property fees of the Russian Federation brought according to part 5 of article 13 of the Federal Law of July 24, 2007 No. 198-FZ "About the federal budget for 2008 and for planning period of 2009 and 2010" and part 9 of article 23 of the Federal Law of December 2, 2013 No. 349-FZ "About the federal budget for 2014 and for planning period of 2015 and 2016" to the amount to 92 000 000, all ordinary and preferred shares of RUSSIAN CAPITAL Joint stock bank (public joint stock company) belonging and (or) acquired by the "Deposit Insurance Agency" state corporation in 2017 at the price of acquisition of such shares by the "Deposit Insurance Agency" state corporation (book value).

In that case the provisions of the Federal Law "About Banks and Banking Activity" regulating procedure for receipt of prior (subsequent) consent of the Bank of Russia to share acquisition (shares) of credit institution do not extend to acquisition of the specified shares.

The number of the stocks of RUSSIAN CAPITAL Joint stock bank (public joint stock company) transferred in treasury of the Russian Federation according to this part the amount of reduction of the property fees of the Russian Federation brought in property of the "Deposit Insurance Agency" state corporation, corresponding to book value of the transferred stocks are determined by the decision of the Government of the Russian Federation.

12. Determine that in 2017 the Government of the Russian Federation has the right to accept the federal loan bonds transferred by the "Deposit Insurance Agency" state corporation to treasury of the Russian Federation at par value on the amount to 48 564 995, of 0 thousand rubles with reduction of the property fee of the Russian Federation in property of the state corporation brought according to part 9 of article 23 of the Federal Law of December 2, 2013 No. 349-FZ "About the federal budget for 2014 and for planning period of 2015 and 2016".

13. Determine that the Government of the Russian Federation for the purpose of ensuring balance of the federal budget in 2017 has the right to use resources of the national welfare fund in the amount up to 200 000 000, of 0 thousand rubles over the amount provided by this Federal Law.

14. The government of the Russian Federation has the right to bring in 2017 in the authorized capital of "Agency of Mortgage Housing Lending" joint-stock company of the share of RUSSIAN CAPITAL Joint stock bank (public joint stock company), transferred by the "Deposit Insurance Agency" state corporation to treasury of the Russian Federation, in payment of the shares of "Agency of Mortgage Housing Lending" joint-stock company acquired in property of the Russian Federation. In that case the provisions of the Federal Law "About Banks and Banking Activity" regulating procedure for receipt of prior (subsequent) consent of the Bank of Russia to share acquisition (shares) of credit institution do not extend to acquisition of the specified shares.";
