About introduction of amendments to the Law of Ukraine "About education" concerning features of access for persons with special educational needs to educational services

The Verkhovna Rada of Ukraine decides:

1. Introduce in the Law of Ukraine "About education" (Sheets of the Verkhovna Rada of Ukraine, 1996, No. 21, Art. 84 with subsequent changes) the following changes:

1) in Article 3 part one:

in paragraph one of the word "on free education in all state educational institutions" shall be replaced with words "on education in all educational institutions, including on free education in the state and utility educational institutions", and words "the residence and other circumstances" - words of "special educational needs, the residence and other signs";

the fourth after the word "correspondence" to add the paragraph with words "remote, individual";

add with the paragraph the fifth the following content:

"Creation of conditions for education by persons with special educational needs taking into account their individual needs for conditions of inclusive training";

Paragraph two of Article 6 to add 2) with the words "including availability to persons with special educational needs of educational services, in particular inclusive training, at the place of residence";

Article 7 to add 3) with part two of the following content:

"The right to training by means of the most available to such persons of language, methods and methods of communication, in particular training is provided to persons with special educational needs with the sign speech, Braille's font";

Part one of Article 14 to add 4) with paragraphs the twelfth and thirteenth the following content:

"Provide access for persons with special educational needs to the state and utility educational institutions by creation of the free circle according to the legislation at the expense of means of the corresponding local budgets;

provide transportation of students, pupils with special educational needs to the place of training and home, including the school buses adapted for transportation of the children moving on chairs wheel";
