About official statistics
The Parliament adopts this organic law.
(1) This law regulates the organization and functioning of system of official statistics and establishes the legal basis of development, production, distribution and coordination of official statistics.
(2) This law extends to producers of official statistics and users of official statistical information, respondents, and also to suppliers of data.
(1) the Legislation on official statistics includes this law, other regulations, and also the international agreements in the field which party is the Republic of Moldova.
(2) the Provisions of other legal acts relating to official statistics are applied in that measure in which they do not contradict this law.
In this law the following concepts are used:
depersonalization of individual data - processing of individual data so that it was impossible to identify physical person or legal entity to which these data belong;
statistical inspection – the process of knowledge of the mass phenomena relying on statistical techniques since collection of individual and cumulative data before distribution of official statistical data;
classification – separation of set of objects into subsets on similarity or distinction according to the accepted methods;
the qualifier – the official document representing the systematized code of names and codes of classification groups and/or subjects to classification;
data collection – questionnaires and all other methods of receipt of information from different sources, including administrative;
confidential data – the data allowing to identify directly or indirectly statistical units thereby opening individual information. To establish whether statistical unit can be identified, it is necessary to take all appropriate means which can be used reasonably by the third parties for determination of statistical unit into account;
