Bring in the Procedure for use of the means provided in the government budget for accomplishment of the state target programs of reforming and development of defense industry complex, development, development and implementation of new technologies, building-up of the available production capacities for production of defense products, No. 544 approved by the resolution of the Cabinet of Ministers of Ukraine of August 23, 2016 (The Official Bulletin of Ukraine, 2016, No. 69, the Art. 2329), changes which are applied.

Changes which are made to the Procedure for use of the means provided in the government budget for accomplishment of the state target programs of reforming and development of defense industry complex, development, development and implementation of new technologies, building-up of the available production capacities for production of defense products

"3. Receivers of budgetary funds are business entities which correspond to the following criteria:

availability of the sufficient financial plan the current year, finansovoekonomichesky calculations (reasons) of implementation of measures for the budget program;

not unprofitable activities in the last two years, lack of overdue debt on the loans granted by banks;

availability of the license for implementation of the corresponding type of economic activity in case it is subject to licensing according to the legislation;

availability of the special operating authority, connected with the state secret.
