About modification and amendments in some constitutional laws of the Republic of Kazakhstan concerning redistribution of powers between government branches

Article 1. Make changes and additions to the following constitutional laws of the Republic of Kazakhstan:

1. In the Constitutional law of the Republic of Kazakhstan of December 18, 1995 "About the Government of the Republic of Kazakhstan" (Sheets of the Supreme Council of the Republic of Kazakhstan, 1995, No. 23, Art. 145; Sheets of Parliament of the Republic of Kazakhstan, 1997, No. 4, Art. 44; 1999, No. 10, Art. 344; 2004, No. 22, Art. 129; 2007, No. 12, Art. 84; 2014, No. 19-I, 19-II, Art. 93):

in Article 9:

5) to state the subitem in the following edition:

"5) submits to Parliament the republican budget and the report on its execution, provides budget implementation;";

add with subitems 5-1), 5-2) and 5-3) of the following content:

"5-1) forms the Republican budget commission, approves regulations on it, determines its structure;

5-2) in coordination with the President of the Republic of Kazakhstan determines system of state planning;

5-3) determines procedure for creation and submission of the annual statement about execution of the republican budget;".

2. In the Constitutional law of the Republic of Kazakhstan of December 25, 2000 "About judicial system and the status of judges of the Republic of Kazakhstan" (Sheets of Parliament of the Republic of Kazakhstan, 2000, No. 23, Art. 410; 2006, No. 23, Art. 136; 2008, No. 20, Art. 77; 2010, No. 24, Art. 147; 2012, No. 5, Art. 38; 2014, No. 16, Art. 89; No. 21, Art. 119; 2015, No. 14, Art. 75, 76; No. 24, Art. 174; 2017, No. 6, Art. 10):

to state Item 3 of Article 27 in the following edition:

"3. The certificate according to the procedure, established by the Supreme Judicial Council of the Republic of Kazakhstan is issued to the judge.".

Article 2. This Constitutional law becomes effective after ten calendar days after day of its first official publication.
