3) in Article 69.2:

a) in Item 3:

in paragraph one of the word "according to the departmental list of the state (municipal) services and works rendered (carried out) by the public (municipal) institutions as core activities" to exclude;

add with the new paragraph the second the following content:

"The state (municipal) task regarding the state (municipal) services rendered by federal institutions, organizations of the subject of the Russian Federation, local government offices to physical persons is created according to the all-Russian basic (industry) lists (qualifiers) of the state and municipal services rendered to physical persons which forming, maintaining and approval is performed according to the procedure, established by the Government of the Russian Federation. Inclusion in the specified lists (qualifiers) of the provisions leading to emergence of payment commitments of subjects of the Russian Federation (municipalities) is not allowed.";

add with paragraphs third - the fifth the following content:

"Federal bodies of the government have the right to create the state task for rendering the state services (performance of works) by federal institutions also according to federal lists (qualifiers) of the state services which are not included in the all-Russian basic (industry) lists (qualifiers) of the state and municipal services, and works which rendering and accomplishment is provided by regulatory legal acts of the Russian Federation. Forming, maintaining and approval of federal lists (qualifiers) of the state services and works is performed according to the procedure, established by the Government of the Russian Federation.

Public authorities of subjects of the Russian Federation (local government bodies) have the right to create the state (municipal) task for rendering the state (municipal) services and performance of works of the subject of the Russian Federation by organizations (local government offices of the municipalities which are in the territory of this subject of the Russian Federation) also according to the regional list (qualifier) of the state (municipal) services which are not included in the all-Russian basic (industry) lists (qualifiers) of the state and municipal services, and works which rendering and accomplishment is provided by regulatory legal acts of the subject of the Russian Federation (municipal legal acts), including when implementing of the powers of the Russian Federation and powers delegated to them in objects of joint maintaining the Russian Federation and subjects of the Russian Federation. Forming, maintaining and approval of the regional list (qualifier) of the state (municipal) services and works is performed according to the procedure, established by the supreme executive body of the government of the subject of the Russian Federation. Inclusion in the specified list (qualifier) of the provisions leading to emergence of payment commitments of municipalities is not allowed.

Regional lists (qualifiers) of the state (municipal) services and works are posted on the official site for placement of information on the public and local government offices and on the single portal of budget system of the Russian Federation on the Internet according to the procedure established by the Ministry of Finance of the Russian Federation.";

consider paragraph two the paragraph the sixth;

b) declare Item 3.1 invalid;

c) the fourth the subitem 2 of Item 5 to add the paragraph with words "(taking into account acceptable (possible) deviations) if the state (municipal) task is outstanding";

d) add with Item 6 of the following content:

"6. The state (municipal) task is outstanding in case of not achievement (exceeding of acceptable (possible) deviation) of the indicators of the state (municipal) task characterizing amount of the rendered state (municipal) services (the performed works) and also the indicators of the state (municipal) task characterizing quality of the rendered state (municipal) services (the performed works) if such indicators are established in the state (municipal) task.";

Item 3 of Article 72 to add 4) with the paragraph of the following content:

"The state (municipal) customers have the right to sign the public (municipal) contracts in the period of withdrawal of limits of budget obligations for the purpose of their reduction in compliance with the law (decision) on the budget in the amount of which is not exceeding amount of the assumed budget obligations registered according to the procedure, established by financial body.";

5) in Article 78:

a) in paragraph one of Item 2 of the word "in Items 6 and 7" shall be replaced with words "in Items 6 - 8";

b) to state the subitem 4 of Item 3 in the following edition:

"4) cases and procedure for return in the current financial year the receiver of subsidies of remaining balance of the subsidies provided for the purpose of financial provision of costs in connection with production (realization) of goods, performance of works, rendering the services which are not used in reporting financial year (except for the subsidies provided within the amount necessary for payment of monetary commitments of the receiver of subsidy which source of financial provision are the specified subsidies);";

c) in Item 3.1 of the word "Item 3 of this Article" shall be replaced with words "Item 3 and the paragraph the fourth Item 8 of this Article";
