RULES OF TRANSPORTATION OF PASSENGERS AND BAGGAGE BY THE ROAD TRANSPORT

I. GENERAL PROVISIONS

1. These rules are developed according to Article 2 and article 54 of the Code of road transport (The organic law N116-XIV of 29.07.98, the Official monitor, 1998, Art. N90-91, 581), determine the main conditions of implementation in the territory of the Republic of Moldova of transportations of passengers and baggage on road transport and are obligatory for execution by the motor transportation companies and owners of vehicles (daleetransportny agents), and also the companies, organizations, the organizations and persons using road transport (further - customers).

2. The carrier agents of all patterns of ownership and forms of business who are engaged in motor transportation activities on passenger motor transport shall satisfy the needs of the population for transportations, providing in strict accordance with legislative and regulations RM environmental protection from negative impact of motor transport, safety of passengers when using of motor transport, creation of the maximum conveniences and culture of servicing of passengers on bus stations and bus stations, in buses and taksomotor, and also transportation and safety of baggage.

3. Public administration road transport is exercised of the central industry body of public management in interaction with bodies of local public authority and other authorized bodies.

Municipal authorities of local authority when using city electric, car - and taxi common carrier according to the current legislation and these rules develop rules of transportation of passengers and baggage by public transport in the territory of municipium.

4. Carrier agents of passenger motor transport perform:

a) transportations of passengers and baggage by buses and minibuses according to the schedule along the approved routes;

b) transportations according to one-time requests;

c) office transportations to own advantage;

d) tourist transportations;

e) taxi transportations by cars.

5. For the purpose of ensuring state regulation of motor transportation activities, streamlining of use of motor transport, improvement of quality and efficiency of servicing of the population, the companies and the organizations, environmental protection and increase in safety of transportations of passengers motor transportation activities of legal entities and physical persons in the Republic of Moldova are performed according to the legislation.

6. On each vehicle which activities are performed on the basis of licenses of the state company "Motor Transportation Inspection" "Karnet on activities of the car" is issued. The vehicles designed, constructed and respectively equipped with manufacturing plants are allowed to transportation of passengers. Retrofitting of vehicles from cargo in passenger is forbidden. The re-equiped cars are not allowed to transportation of passengers.

7. The terms containing in rules have the following values:

rate - the code of charge rates of transportation of passengers and baggage;

cliche - the index of informing passengers on route and the mode of following of the bus;

the route sheet - the document of primary accounting with the provided operating mode, number and series are printed by typographical method;

the booking sheet - the document issued by bus station (bus station) in which the number of the sold tickets and their cost are specified;

the bus - the vehicle intended for transportation of passengers and having at least 17 places for sitting apart from driver's seat;

the minibus - the vehicle intended for transportation of 10-17 sedentary passengers including the driver;

the car - the vehicle which on the design and equipment is intended for transportation of 9 passengers, including the driver, and their baggage;

the license - the documents confirming the right of carrier agents to motor transportation activities;

permission - the document confirming the right of the carrier agent to servicing of the specified route;

the control sheet - the document certifying the list of the transported passengers who paid journey on irregular transportations;
