PROCEDURE FOR THE WRITTEN APPEAL TO CUSTOMS AUTHORITIES OF PHYSICAL PERSONS AND LEGAL ENTITIES

The purposes of acceptance of this procedure are:

- establishment of the single procedure of the written appeal of legal entities and physical persons to customs authorities;

- acceleration of turnover of written addresses and answers to them;

- raising of the authority of customs by means of increase in responsibility of their officials - contractors according to written addresses;

- reduction of quantity of cases of written appeals to customs authorities;

From the date of entry into force of this procedure the following is established:

1. Written appeals of legal entities and physical persons on competence of customs shall be considered in customs in which zone of activities these persons are registered.

2. Written addresses on competence of Customs department, and also the address, offer, claim concerning activities of customs will be considered by Customs department in the following procedure:

- written appeals are sent to Customs department through customs in which zone of activities applicants are registered;

- customs, in the shortest possible time, having collected all documents, necessary for consideration, acquaint them with written addresses of applicants and send to the address of Customs department together with the reasoned and objective statement of the opinion on the lifted problems.

3. Answers to written addresses on competence of customs shall be given in the terms determined by the existing standard rates, but no later than 10 days from the moment of receipt of all documents sufficient for consideration of these addresses.
